4th Floor Policy Likely By June 30 Panel Report
The expert committee has examined the policy for allowing the construction of stilt plus four floors and is likely to submit its report to the state government on June 30. The report will be submitted by the end of the month, said the senior official from the department of town and country planning (DTCP).
The report has put approval of the fourth floor on hold after wide-scale protests by resident groups. The residents claimed that the foundations had been constructed across residential colonies in the city but not much work has been done to augment infrastructure such as roads, power supply, sewage, and drainage.
In the coming month, the expert committee has been set up to devise a further course of action regarding the suspension of approvals for fresh four-floor building plans. Chief Minister Manohar Lal Kattar and the Panel’s chairperson on Thursday, upgrade of civic infrastructure and revival of the policy. There is also a need for framing guidance regarding construction norms, the environment, and other issues related to the policy.
Members of the Gurugram Home Developers Association also said that they would keep a check on problems. Due to the construction of four floors, it will also take action against the offenders, along with DTCP.
Narendra Yadav, the association president said, the DTCP survey comes with 85% of people saying they have approved of the fourth-floor policy, but the committee is still not satisfied. There is also a need to look at Gurgaon and Faridabad from different perspectives and make very different specifications for them. Faridabad and Gurugram have the highest demand for builder floors and they are ready to extend all possible help to the administration and RAWs to solve the problems related to the policy.
The association members also claimed that the layout plan to be around 20,000 builder floors have been approved in the city as the policy came into effect in 2019. Now, only three floors are allowed as the cost of the floors is increased.
Recently, the Union government has approved the city metro plan that there is sufficient infrastructure.
Narendra Yadav also said that the chief minister ensures that the association that the decision on this issue will be taken by keeping into consideration the people in the past and the government will do so in the future as well.
The development charges were fixed after the registration of the fourth floor as an independent dwelling unit was allowed in 2019. The government has also collected around rs 1,00 crore since then and the group of builders also said in a memorandum have submitted to the expert committee. In January, the Supreme Court banned various multi-storey apartments on residential plots in Chandigarh, following with RWAs in Panchkula as they demanded a similar ban on the construction of stilt plus four floors in their areas.
